This is a packaging bug in cpl-plugin-*:

override_dh_gencontrol-indep:
        dh_gencontrol
        [...]

If you want to do that (-indep), you also have to call dh_gencontrol
with -i.

Anyway, I'll add a workaround into p-c-d.
