Public bug reported:

If partition root has directory FOO, mlabel can't use FOO as a label.
(As discussed here: http://ubuntuforums.org/showthread.php?t=1002389 )

sudo ./mlabel -v -i /dev/sdf1 ::FOO
Long file name "FOO" already exists.

But if label is already FOO, then directory FOO can be made.

Workaround, use dosfslabel:
sudo dosfslabel /dev/sdf1 FOO
