This bug persist in lubuntu 14.04.

$ ncal -w 2015 -m 1

    Siječanj 2015     
Po     5 12 19 26   
Ut     6 13 20 27   
Sr     7 14 21 28   
Če  1  8 15 22 29   
Pe  2  9 16 23 30   
Su  3 10 17 24 31   
Ne  4 11 18 25      
   52  1  2  3  4 

According to ISO 8601, first week in a year is a week that contains
Thursday (https://en.wikipedia.org/wiki/ISO_week_date see 'First week'
section). Please note that in my printout Po is Monday, Ce is Thursday
and Sijecanj 2015 is January 2015. Therefore, first week in a year was
not the first week that contained Thursday.

Bug description:
  Binary package hint: bsdmainutils

  The output from "ncal -w 11 2010" prints the wrong week number.

  I have 3 PC's and all of them have this error!

  user at 01:~$ ncal -w 11 2010
      November 2010
  Mo  1  8 15 22 29
  Di  2  9 16 23 30
  Mi  3 10 17 24
  Do  4 11 18 25
  Fr  5 12 19 26
  Sa  6 13 20 27
  So  7 14 21 28
     45 46 47 48 49

  With Ubuntu 10.10 and 8.04 the output looks ok.
