 rc.local don't start!

- on terminal using command 
# sudo /etc/init.d/rc.local start

it stop loading libs at :

. /lib/init/vars.sh
. /lib/lsb/init-functions

" it stop here. "

Bug description:
  /etc/rc.local is not executed at startup in 11.10. In 11.04 this was
  not the case. Is there any alternative?
