  Restart button does nothing in update-manager when run as root

Bug description:
  Binary package hint: update-manager

  Summary:  When running update-manager as root, the "Restart" button does not work.  (Tested and confirmed on 10.04, 10.10, 11.04)

  To reproduce:  Just run update-manager as root from the CLI.  When asked, press the "Restart" button.  (Must have installed updates that require a reboot.)
  ----

  After (eg) upgrading the kernel, update-manager will tell me the PC
  needs to reboot. But when I click the Restart button, nothing happens.

  I've got auto-login set if case that is relevant, but IIRC on another
  PC running Maverick I have the same problem with no auto-login.
