[Bug 1471580] [NEW] networknames are not predictable

Public bug reported:

I have two USB mobile broadband interfaces and the network name is getting reset on each boot. E.g. usb0 becomes usb1 and the other way around.
I  put GRUB_CMDLINE_LINUX_DEFAULT="net.ifnames=1" in /etc/default/grub,  removed 75-persistent-net-generator.rules, installed/uninstalled biosdevname with no success(the network names still get reset on reboot).
Expected Result: I expected the network names to become predictable due systemd naming scheme.
