didn't netboot fallback to manual net configuration in the past?

the box being installed was the one that serves DHCP.  no other DHCP
service available.

so i had to find a different installer to use, either that or setup dhcp
on some other box

  after failing dhcp, it plows ahead without doing manual net
  configuration.  of course, as a result, it is unable to contact any
  mirror.
