My apologies, I think I missed that bug #13777688 was for trusty not
vivid. Please ignore previous comment.

  After clicking the continue button for the timezone selection the above
  message box is shown with an option to try again. Try again continously
  fails, and continuing causes the installer to crash on "Configuring
- keyboard". Bug #1377688 looks related.
