I've been doing some debugging and the problem it's not with ubiquity, but with the package console-setup.
When installing it (and the daily image has the same problem) /etc/default/keyboard it's not a file with the keyboard configuration but a character device file.

Bug description:
  I was trying to install the nex ubuntu version - 15.04, and ubiquity
  crashes just after inserting my name and password when the message
  Installing to disk appears.
