Title:
package udev 175-0ubuntu9.5 failed to install/upgrade: package udev is
  already installed and configured

Status in dpkg package in Ubuntu:
  New

Bug description:
Performing updates after a clean install. Install manger appeared to
be locked up & windows were not updating (title bar indicated when
they had focus, but the remainder of the window was blank/white).

After performing a restart with the system in this state, the update
manager notified me that a partila install was required. I followed
the prompts & initiated the partial install. I was working on another
workspace when the crash reports started.
