  useradd -D -s does not update shell

Bug description:
  $ lsb_release -rd
  Description:	Ubuntu 14.04.1 LTS
  Release:	14.04

  $ sudo useradd -D
  [sudo] password for clayk:
  GROUP=100
  HOME=/home
  INACTIVE=-1
  EXPIRE=
  SHELL=/bin/sh
  SKEL=/etc/skel
  CREATE_MAIL_SPOOL=no

  Attempting to change SHELL:

  $ sudo useradd -D -s /bin/bash
  $ sudo useradd -D
  GROUP=100
  HOME=/home
  INACTIVE=-1
  EXPIRE=
  SHELL=/bin/sh
  SKEL=/etc/skel
  CREATE_MAIL_SPOOL=no

  Attempting with slight variation of command:

  $ sudo useradd -Ds /bin/bash
  $ sudo useradd -D
  GROUP=100
  HOME=/home
  INACTIVE=-1
  EXPIRE=
  SHELL=/bin/sh
  SKEL=/etc/skel
  CREATE_MAIL_SPOOL=no

  I am expecting the default shell to change to /bin/bash in this
  instance.
