while not easy to find in the current documentation, and crasching with
ubuntu-14.10, ubiquity does exactly this.

Bug description:
  as usb drives are available at reasonable prices now, they can easy
  hold a standard linux, not only a squashed one. it would be great if a
  running ubuntu would allow to easy install linux on an usb drive.
  currently this is a little tedious via e.g. debootstrap:
