Do you mean this only happens when one runs ubiquity, and not when one
simply uses the live session?

Title:
Trusty: Live session I think closes the keyboard meaning you can't hit
  enter to reboot

Status in ubiquity package in Ubuntu:
  Incomplete

Bug description:
Issue only occurs on live session uses and installs of Ubuntu.

  STEPS:
  1. Insert ubuntu boot media into your computer
  2. Boot from the medium
  3. Tap on Try Ubuntu
  4. Run the desktop session
  5. Shutdown

Repeat but this time trigger and install from the live session.

  EXPECTED:
I expect to be able to hit the Enter key once the media is unmounted

  ACTUAL:
Only on the live cd sessions can I not actually reboot, instead I have to hard shutdown using the power button.
