I would like to add some information to this bug report. I had a similar issue recently but one critical thing I noticed was that the issue didn't seem to be because of winderz .exe files themselves.
My root partition had become full (0 disk space free) & during that time it is possible there is a race condition in wrestool that causes it to keep trying to create thumbnails files and fail due to no free space. During that time wrestool was using more than 1GB RAM for each instance, but CPU use wasn't too high.
I deleted the files and haven't encountered the issue ever since again. Unfortunately I don't have any trace/debug reports at hand of the event.
