Public bug reported:

I run: sudo update-manager -d
Update manager says: You must check for updates manually. Options: Check and Close.
I click: Check.
It does: Updating cache.
Then says: There are no updates to install.
It says: New Ubuntu release '14.04.3 LTS' is available.
I click: upgrade.
Modal opens: Welcome to Ubuntu 14.04 'Trusty Tahr'
I click: Upgrade.
It says:
Upgrading Ubuntu to version 14.04
Preparing to upgrade...Third party sources disabled:
I click: Close.
Setting new software channels. Fetching files 48 of 52...
Could not determine upgrade... etc.
I click close.
Restoring original system state... dialog closes.
No upgrade.
I file this bug report.
