Public bug reported:

I had been installing kcalc immediately before the system update
started.  The packages reported are (I believe) all part of that massive
installation.

The fact that apt-get *had not completed its tasks* before the update
started (it reported that it was waiting for apt-get to exit)  may play
some role in this.   Normally I would not have done that but I did
inadvertently do it this time.
