[Bug 1485325] [NEW] Progress bar for do-release-upgrade

Public bug reported:

It would be nice to have progress bar to have some kind of idea all the
time how much installing there is left after downloading.

I think it shouldn't be difficult to implement for someone who knows how
as I think that part is done by dpkg which I think has the option `Dpkg
::Progress-Fancy "1";` which is used with "apt install <something>" and
"apt upgrade".

I am currently upgrading from 15.04 to 15.10 and it seems the progress
is only mentioned every 5% and is easy to miss as text is scrolling so
much.

** Affects: update-manager-core (Ubuntu)
     Importance: Undecided
         Status: New
