There is a new point release of Ubuntu 14.04 - 14.04.3 - and it would be
helpful if you were to perform the test with that version. Could you
please do that and report back? Additionally, the log file
/var/log/syslog would be helpful to determine exactly what updates are
being installed.  Thanks!

  14.04.2 Installer downloads updates even when not selected  to do so

Status in ubiquity package in Ubuntu:
  Incomplete

Bug description:
  14.04.2 64bit Installer
  When attempting a fresh install on a clean system.
  Dialog "Preparing to install Ubuntu".
  Checkboxes "Download updates while installing" and "Install 3rd party software" both left unchecked.
  Despite above settings, install still reports "Downloading updates".."Language packs" etc.
  Quite a pain when just want a quick install and to choose whats updates get applied later/manually.
  I don't want to wait hours for these updates, which could be done later!
  I don't want all the language packs!
  Should be a simple fix?
