  utopic won't upgrade

Status in ubuntu-release-upgrader package in Ubuntu:
  Invalid

Bug description:
  utopic will not upgrade. It asks for a partial upgrade. However, when
  it is run, it asks to install libepoxy0. Once it's installed, it
  checks for unused dependencies or old packages, and uninstalls
  libepoxy0, which puts me in a neverending loop.
