  System refuses to Upgrade!. I have removed all third party entries
  from sources.list and system.

Status in ubuntu-release-upgrader package in Ubuntu:

Bug description:
  Ubuntu13.10 32bit with Mate.

  I have taken out all other third party apps/tools and removed these
  from apt. sources.list.

  Run apt-get update but still the upgrade tool or do-release-upgrade
  works.
