Follow the example of MACHINECTL(1):

#machinectl pull-tar https://cloud-images.ubuntu.com/trusty/current/trusty-server-cloudimg-amd64-root.tar.gz
Failed pull image: The name org.freedesktop.import1 was not provided by any .service files

running on systemd 219-7ubuntu3 with vivid.
