[Bug 1448749] [NEW] bad password after xubuntu install with luks encryption

Public bug reported:

I can not create an installation with an encrypted luks partition.

Language selected: German

If I use a complex passphrase with special characters, I get "bad
password" at startup.

If I use for ex. only alphabetical characters by installation, it
decrypt successfully.

Keyboard layout is german by installation.
