[Bug 1447823] [NEW] Helsinki in wrong place on timezone map

Public bug reported:

Helsinki, the capital of Finland is placed too far west on the timezone
map, at least in the 15.04 installer. There is indeed a small village
also named Helsinki (near Taivassalo) roughly where the pin shows, but
that is not the same Helsinki.
