[Bug 1447802] [NEW] Ubuntu 15.04 server CD doesn't respect keyboard selection from bootloader, doesn't let me change it in d-i

Public bug reported:

When booting the 15.04 i386 server ISO in a VM, I used F4 at the boot
menu to select a different keyboard layout (dvorak) than the default.
Booting to the installer, the keyboard is still set to en_US.
Attempting to select 'Configure keyboard' from the d-i main menu does
not let me switch it to dvorak.
