Indeed, as you can see from one of the dupes, this can affect bare

- I'm running Vivid for the host, installing a Vivid qemu guest from the
- latest daily desktop ISO (sha1sum
- e8e4f19d4017bec2785aab62894355afb67bfce1). 64bit host and guest.
+ STEPS TO REPRODUCE
+  1. Boot Vivid
+  2. Select "Install" (not "Try before installing")
+  3. Go through the installation process
+  4. Upon successful installation, select "Reboot Now"
  
- The install seemingly completes correctly, but at the end when you get
- to the "Installation Complete" dialog, clicking "Restart Now" causes the
- installer to hang rather than reboot (see attached screenshot).
+ EXPECTED RESULTS
+  * system reboots
  
- You can work around this by booting the ISO with init=/sbin/upstart. So
- it's at least related to systemd, although how exactly I don't know.
+ ACTUAL RESULTS
+  * system does not reboot or shutdown
+  * cannot get to tty
  
- This bug seemingly doesn't occur when installing on physical hardware,
- only when installing on a qemu VM. I'm not sure whether this happens
- with other VM solutions like VirtualBox, VMware, etc., as I haven't
- tested those.
