[Bug 1445262] [NEW] unable to switch to tty from ubiquity in latests dialy and only has root as user

Public bug reported:

To reproduce boot the latest amd64 dialy for lubuntu then try to install
it will get all the way but you cannot login to a tty but the installer
shows the only users logged in are root from busy box and there is no
lubuntu user in the install.

I expected this to launch a lubuntu user that will do the install and
let me log in single user mode to get a report if the installer would
not let me press enter after shutting down. instead of only having root.
This process if you right click over an area not covered by ubiquity you
are able to start a firefox in the context menu of openbox. I could not
launch any terminal emulator from the context menu. However a navigated
to a local directory using the file :://uri downloaded tihs in downloads
in firefox opened the containing folder got pcmanfm working went to
menu://applications and tried to launch lxterminal which failed and
instead could luanch xterm and then run ubuntu bug. root appears to be
only user on the system.  which opened a root shell when the installer
was at the restart now prompt. If in the root terminal I run su lubuntu
it says no password entry for lubuntu.


running passwd lubuntu still gives same user.
