[Bug 1443315] [NEW] Poor disk space handling, burden on users

Public bug reported:

software-updater has just informed me that I don't have enough free disk
space on /boot and even tells me two options to free space, one of which
will probably work in this situation but involves dropping to the
command line. Despite telling me how to solve the problem, it won't
actually take responsibility and perform the action. Instead it places
the burden on the user, possibly to avoid taking responsibility.

software-updater (or some lower level component) should take
responsibility for ensuring /boot retains a healthy amount of free space
and that updates do not get blocked until users perform operations they
may not understand on the command line.
