More likely is that you installed libarchive13 from trusty-security and
then, for whatever reason, disabled the updates/security repositories in
sources.list before trying to install libarchive-dev, which got you the
older version.

Bug description:
Attempting to install libarchive-dev fails with the following error:
libarchive-dev : Depends: libarchive13 (= 3.1.2-7ubuntu2) but
3.1.2-7ubuntu2.1 is to be installed
I suspect there's a build problem that's causing libarchive-dev to be
a sub-revision behind the libarchive13 package (which should come from
the same source package).
