[Bug 1442679] [NEW] Temporary OEM user not removed after end user setup

Public bug reported:
After installing Ubuntu or Ubuntu MATE 15.04 (daily image from April
10th 2015) in OEM mode and then preparing the computer for the end user,
the 'oem' user account is left behind and presented as default the first
time the user logs in. The 'oem' user is also in the 'sudo' and 'adm'
groups.
The steps to reproduce are:
* At boot select OEM install by pressing F4 and then choosing Install Ubuntu.
* Input requested information and using default options. (erase disk and install ubuntu)
* When install is finished and rebooted, run the "Prepare for shipping to end user" script on the desktop.
* Reboot. Input user information into oem-config.
* Reboot and the OEM user is presented as the default to be logged in. On Ubuntu MATE, the OEM user is automatically logged in.
