This conversion was done once, and reverted in version 0.119ubuntu15
because there was no python3-debian available yet.  That change can
probably be resuscitated from the bzr history without too much trouble.

Bug description:
  There is still the goal to remove Python2 from the desktop images, and
  to use Python3 only. update-notifier should use Python3. It looks like
  the package is already partially ported.
