Title:
  installer does not corectly set /etc/default/rcS UTC variable if RTC
  clock uses UTC

Status in ubiquity package in Ubuntu:
  New

Bug description:
  When you perform an installation with Live CD (possibly other methods
  too), you end up with a /etc/default/rcS file that is not properly set
  if you have RTC clock set to UTC

  The UTC variable in /etc/default/rcS is nonetheless set to no.

  This leads to wrong time clock on boot until systemd-timesyncd and
  ntpdate kick in. You might think this is not a problem but it is
  because this cause the bug https://bugs.launchpad.net/bugs/1439445 for
  example

  To fix this bug, it is just a matter of comparing the actual value
  returned with RTC clock and the UTC time that one get from some ntp
  server (given you have internet access).

  this is not even a need for an external program for that; a simple
  line of bash can do it
