[Bug 1440636] [NEW] "apt-get update --list-cleanup" does not always cleanup obsolete lists

I'm using Ubuntu 15.04 dev with apt 1.0.9.7ubuntu3 and if the command
"apt-get update --list-cleanup" could not download some lists it seems
that it does then even not cleanup old lists for which new ones could be
successfully downloaded.
