Looks like there's a Debian maintainer to me
https://tracker.debian.org/pkg/btrfs-tools. Though since Debian is
currently in a freeze, no new versions have been uploaded.

I found a bug report which talked about packaging a newer version and
uploading it to experimental though. I've attached a bug watch.

Bug description:
  As it seems there is no active maintainer anymore of this package in
  Debian, btrfs-tools in Ubuntu is pretty outdated. 3.17.3 is out for a
  while, and 3.18 and 3.19 were released since then. As important
  features were included (better fsck tool, btrfs disk usage notably),
  and bugs fixed, it should be considered to update such an important
  thing.

  I released test versions of 3.18 series in ppa:giroll/ppa and 3.19
  series in ppa:kalon33/experimental-stuff.
