Bug description:
[Impact]
PCI clocks get initialized incorrectly causing issues with PCI-attached devices (SATA and network). RapidIO devices take a very long time to initialize.
[Test Case]
Boot - verify that SATA and network work, and that RapidIO devices initialize quickly.
[Regression Risk]
These command line arguments are used in testing today, just injected in a different way, so risk is low.
