This is not a bug, but a feature of Xubuntu 14.10. Please see the
Xubuntu 14.10 Beta 2 release notes, and related bug 1373280

This can be easily reverted by opening gtk-theme-config (Theme
Configuration), Turning "Custom Highlight Colors" Off, and clicking
Apply.

Status in “ubuntu-release-upgrader” package in Ubuntu:

Bug description:
After upgrading trusty to final beta of utopic, all window decoration
become extremely pink instead of sane colors (see attachment for
example).
About half of the available themes is pink instead of normal mild blue
colors (Numix, Mist, Industrial, etc) - all them are pink-decorated.
