[Impact]
HP ProLiant m400 cartridges currently require kernel commandline arguments to properly initialize hardware. pci=firmware needs to be passed to stop the kernel from reinitializing PCI resources, and rio-scan.static_enum=1/rio-scan.scan=0 need to be specified to do static enumeration of RapidIO.
