Explanation of FeatureFreeze exception:
The current newlib package in Utopic is loosely based on the toolchain
distributed at [1] by the very ARM employees developping the ARM
embedded cross-toolchain upstream. In the past months we have worked
with the maintainers of the Debian package to merge our work in the
Debian package so that it's as closed as possible to the tarball we
release.

We believe it would be better for Ubuntu to sync these changes. even at
this point of the release schedule, as this toolchain has seen much
wider testing. Indeed, we do lots of internal testing on real boards and
the number of users of this toolchain outnumbers the number of users of
the one provided in the current Ubuntu toolchain.

* New upstream snapshot:
+ Drop merged patches.
