Bug description:
  Binary package hint: exuberant-ctags

  There is a problem with ctags, when command is used with a (quoted)
  string argument, which causes an infinite loop.

  This happens with 5.8-3ubuntu1 and 5.9~svn20110310-0ubuntu1 (from my
  PPA).

  REPRODUCE:
  1. Create a file test.vim:
      echo "command 'foo'" > test.vim
  2. Run ctags against it:
      ctags test.vim
  3. If the bug is present, it will loop forever.
