Public bug reported:

someone already created bug 1365939 over on the man-db package but is it
possible that this bug is actually should be on the debconf package
instead?

this would be on the precise branch since both myself and the original
bug reporter were upgrading from 12.04 to 14.04.1 when we hit the
problem.

i've currently got debconf 1.5.42ubuntu1
