i am facing the same problem with cryptsetup, i am wondering which layout is set on startup?
when i set the password i used de_DE.UTF-8

  full disk encryption password + keyboard-layout

Status in “cryptsetup” package in Ubuntu:
  New

Bug description:
  When installing Xubuntu with full disk encryption and passwords with special characters it is not possible to login. The password is input before selecting keyboard-layout, and is not viewable. As a result I had to install three times: 
  First I could not log in - wrong password.
  The second time I was meticulous when entering my password  - but still wrong password.
  The third time I figured it could be something with the keyboard-layout at this point in the install-process, not my input. This is not at all obvious at install, and people may conclude that full disk encryption does not work since keyboard-layout at install and at first boot is not necessarily the same.
