This morning I was able to upgrade to 14.10, but can't say what the bug was as I did two things:
Firstly, I removed Unity-tweak-tool
then when I did apt-get update I got the following error:
W: Failed to fetch http://au.archive.ubuntu.com/ubuntu/dists/trusty/Release Unable to find expected entry 'main/source/Sources' in Release file (Wrong sources.list entry or malformed file)
E: Some index files failed to download. They have been ignored, or old
ones used instead.
I hadn't had this error when trying to do the earlier updates, this was
new for today. I changed the servers from the Australian servers to the
Main server, then ran apt-get update again - it worked fine this time
and reported I had a few packages that needed updating. I updated those
packages, ran do-release-upgrade and everything worked.
So my conclusion is that this bug was caused by either
(a) unity-tweak-tool or packages possibly related to it that were upgraded this morning
or
(b) sync issues between the Australian server and the Main server

Could not calculate the upgrade
An unresolvable problem occurred while calculating the upgrade.
This can be caused by:
* Upgrading to a pre-release version of Ubuntu
* Running the current pre-release version of Ubuntu
* Unofficial software packages not provided by Ubuntu

I've removed all unofficial packages but still get the same error.
