Looks to me like the same failure I get with 
sudo software-properties-gtk
How do I add Ubuntu Partners to Repositories?

How do I change Update frequency from daily to never, I update
frequently anyway when I want to, and don't want Update to come blasting
in to what I'm doing with a deadly partial update.
