Status in “plymouth” package in Ubuntu:
  Confirmed

Bug description:
  When booting my netbook, right after GRUB, Xubuntu goes directly to
  lightdm. Oddly enough Plymouth shows on shutdown and restart but not
  on startup. I'm using Xubuntu Utopic Beta 2, dual booting with Windows
  8.1 via EFI.
