[Bug 1380560] [NEW] ~/.bash_history is created even with HISTFILESIZE=0

Public bug reported:

I'm using Ubuntu 14.10 dev with bash 4.3-11ubuntu1 and I'm noticing that
after executing a command and closing the terminal the file
~/.bash_history will be created even if HISTFILESIZE is set to 0. I
think it would be better to not create this file if HISTFILESIZE is set
to 0 to keep the user directory more clean.

** Affects: bash (Ubuntu)
     Importance: Undecided
         Status: New
