Bug description:
  This only happens when upgraded with deltas:

  $ ubuntu-device-flash --channel=ubuntu-touch/ubuntu-rtm/14.09-proposed --revision=96
  and OTA to r100

  Steps:
  1. Got to manage scopes
  2. Click all

  Observed: The UI is unusable as in attached picture
