On fresh install of Ubuntu 14.04.1: both shifts (holding or repeatedly pressed) do nothing --- system continues to boot.
Pressing "escape" just after GRUB is started presents menu, but this requires quite good timing (in contrast to just holding shift during computer boot).
If "escape" is pressed repeatedly, GRUB shell appears (as if you press "escape" in GRUB menu).

Bug description:
Binary package hint: grub2
Grub2 has switched away from a minimum 1 second delay to hit enter, in
preference to simply holding down shift during the boot sequence.
However, this behaviour doesn't work on all machines.
Further, many users will only learn this after their machine fails to
boot normally, leaving them unable to boot at all without outside
assistance.
