Just happened to find this discussion:
https://lists.ubuntu.com/archives/ubuntu-devel/2012-October/035983.html

Which confirms it's been fixed in debian:
https://bugs.debian.org/cgi-bin/bugreport.cgi?bug=663302

Also mentions debian's change was picked up in quantal.

Title:
  pxechain.com missing in debian/ubuntu package

Status in syslinux package in Ubuntu:
  New

Bug description:
  Hi,

there are several important binary *.com files in the modules
directory of the package source, which are needed for several
purposes. E.g. pxechain.com is needed if one wants to serve more than
  just one ubuntu release.

Unfortunately, these files were forgotten to put in the packages.
  Please add them. They're important.

  regards
