Bug description:
I've upgraded my machines from Ubuntu 12.04 LTS to 14.04 LTS as suggested. After the update I found that the folder /dev/disks/by-path was not filled anymore. I investigated the issue thinking that it was due to a missing rule.
The problem seems to be related to a missing parameter ID_PATH that is needed to create the symlink.
Since I haven't found any documentation on this I think that it's not a wrong configuration, but something missing in the udev package.
