[Bug 1394748] [NEW] HAL would not pester Dave with successful updates

This is a feature request.

In the Ubuntu Wiki regarding the software updates dialog
(https://wiki.ubuntu.com/SoftwareUpdates), the Software Updater notifies
me when "the software on this computer is up to date."

Would HAL pester Dave? Would the Enterprise computer inform Kirk or
Picard that the system has been updated, and then wait for
acknowledgement? Probably not.

Please add a checkbox to the Software Updater (not tucked away, hidden
in the Software & Updates settings dialog, but front and center) that
reads something like, "I am Picard of Borg, Notifications are Futile,
and Clicking to Acknowledge Success is a Waste of Time."

In all seriousness, though, here's how to reproduce the issue...

1. When prompted for a security update (or automatic update), confirm the installation to proceed.
2. The update software downloads and installs the requisite packages.
3. Upon success, the user is prompted to acknolwedge that the software was successful (https://wiki.ubuntu.com/SoftwareUpdates?action=AttachFile&do=get&target=up-to-date.jpg).
4. The user clicks OK to dismiss the dialog.

Expected Results

The first two steps are the same, then:

3. The user ticks a checkbox that states, "Automatically acknowledge successful updates."
4. The next time the software updates and installs successfully, the confirmation dialog no longer appears.

If the software does *not* update successfully, then users should be
informed so that they can try to resolve any issues.
