  /etc/default/rcS: UTC=no is being ignored with systemd

Status in “util-linux” package in Ubuntu:
  Confirmed

Bug description:
  This bug is identical to https://bugs.launchpad.net/ubuntu/+source/util-linux/+bug/1377698 
  except it only happens when booting with systemd.

  Even with UTC=no, Ubuntu stores the time as UTC at shutdown. But since UTC=no, it expects the time as local, thus applies no timezone correction, and the time is 4 hours behind for those in US EST time.
  Also the ability to change get time from the internet is greyed out.

  Booting with Upstart everything is good.

  This happens every time I boot Utopic with systemd.
